Re: MGMA’s Support for H-1Bs for Physicians and the Healthcare Workforce Act
Dear Representatives Lawler, Bishop, Salazar, and Clarke:
On behalf of our member medical group practices, the Medical Group Management Association (MGMA) writes to thank you for introducing H-1Bs for Physicians and the Healthcare Workforce Act. With a membership of more than 60,000 medical practice administrators, executives, and leaders, MGMA represents more than 15,000 medical group practices ranging from small private medical practices to large national health systems representing more than 350,000 physicians. We strongly support this legislation, which will exempt physicians and other health care workers from the new $100,000 fee for H-1B petitions and prohibit new H-1B fees from being imposed on health care workers that exceed the existing fees under the U.S. Code.
International physicians and other health care workers are essential to the nation’s public health infrastructure, helping to address persistent workforce shortages, particularly in rural and underserved areas. Beyond physicians, medical group practices depend on a wide range of healthcare professionals—nurses, nurse practitioners, physician assistants, laboratory personnel, and imaging specialists—many of whom also rely on visa pathways now threatened by this new financial barrier. Imposing a $100,000 fee on employers petitioning for H‑1B workers further strains healthcare workforce shortages and recruitment challenges, leaving critical positions unfilled, placing additional pressure on remaining staff, and contributing to burnout.
