Opening Keynote: “Legislative Factors and the 2025 Election Year”

Since 2021, Clayton Stewart has served as Vice President of Public Affairs for Texas Medical Association, as well as their chief lobbyist. He first joined the TMA as Director of TEXPAC, the political action arm of the association, in August 2013. In 2016 he switched roles to Director of Legislative Affairs focusing on health insurance issues in the private market. While in this position he most notably worked on Senate Bill 1264, the Texas Surprise Billing Law and more recently the Texas “Gold Carding” legislation that reformed prior authorization and utilization review processes by health plans. Prior to TMA, he served as the Director of Governmental Affairs for the Texas Society of Anesthesiologists and worked for various Texas elected officials in the Capitol. An Austin native, Clayton earned his BA in government from the University of Texas at Austin while working in the Texas State Legislature. Clayton has close to two decades of political experience, working nine Legislative Sessions, along with running highly contested political campaigns.

Frank is an award-winning speaker and executive coach with over 38 years of experience leading organizations of up to 4,800 personnel. While in the United States Air Force, he served as Chief Operations Officer for DoD’s largest dental activity and interim Command Chief at Wilford Hall Medical Center. Upon retirement from the military, Frank worked as an Occupational Analyst, Texas & Louisiana District Manager for a corporate dental company, Chief Operations Officer at a medical device company, and Practice Director at a 17-clinic medical group. In 2014, he founded Gravity Leadership & Management, LLC as well as Healthcare Compliance Readiness (HCR) which combined, provide executive coaching, strategic planning, leadership training, human resources, and healthcare compliance support to over 173 privately-owned organizations across the country. Frank is a graduate of the USAF Senior Noncommissioned Officers' Academy and holds degrees in Dental Sciences and Organizational Leadership, as well as a Master’s degree in Human Resource Management. He is also a certified Senior Professional in Human Resources (SPHR) and teaches “Leadership & Management” and “Entrepreneurship 101” for the University of Texas at San Antonio – Small Business Development Center. Frank is the nationally-published author of “Things I Need To Remember – A Leader’s Self-Management Guide”.
